On the afternoon of September 8, 2018, FUJIAN LIANHE XINSHI LAW FIRM (“Xinshi”) and Taiwan Guanghe Law Firm (“Taiwan Guanghe”) held a joint venture agreement execution ceremony at the 20th China International Investment and Trade Fair and jointly set up a joint venture office in Xiamen Area, China (Fujian) Pilot Free Trade Zone (“Xiamen Free Trade Zone”). On the afternoon of March 29, 2019, the joint venture licensing ceremony was held in the Meeting Room in Xiamen FTZ. 

Xinshi and Association Office of Taiwan Guanghe Fujian Province  are the first association formed by law firms from the Mainland and Taiwan upon approval nationwide since the implementation of the Circular of the Ministry of Justice on Relaxing and Expanding Three Opening-up Measures Including the Scope of Regions in which Law Firms from Taiwan Region Will Establish Representative Offices in the Mainland issued by the Ministry of Justice on July 31, 2017, the Implementing Measures for the Pilot Program for Joint Operation of Law Firms Between the Mainland and Taiwan Region and other regulatory documents issued by the Fujian Provincial Justice Bureau on July 11, 2018, and are another major initiative taken by Xinshi to strengthen its strategy of cross-border and cross-regional legal service cooperation after it has established a joint operation office in Shanghai Lujiazui in 2016 with Hogan Lovells International LLP ("Huo Jinlu Wei"). Through the joint venture office, Xinshi and Taiwan Guanghe will jointly provide comprehensive Taiwan-related legal services to clients in the mainland and Taiwan. Both parties shall, in the name of a joint venture, accept the entrustment of clients or other law firms, divide labor and cooperate with each other within their respective approved scope of lawyer practice, and provide "one-stop" legal services and handle legal affairs for the parties across the Taiwan Straits, or cooperate with each other in handling cross-border and international legal affairs. 

The name of the joint venture is "FUJIAN LIANHE XINSHI LAW FIRM & Fujian Joint Venture Office, Taiwan Guanghe Law Firm". With the logo of "Lianhe Xinshi Taiwan Guanghe Joint Venture Office", the joint venture office is located at Room 701, Building A, FTZ Finance Center, Huli District, Xiamen City, Fujian Province. 

As of 2010, the Mainland side allows law firms from Taiwan region to set up representative offices in Fuzhou and Xiamen on a pilot basis for the first time. On July 31, 2017, the Ministry of Justice ("MOJ") promulgated the Circular of the Ministry of Justice on Relaxing Three Opening-up Measures Including Expanding the Geographical Scope for Law Firms from Taiwan Region to Set up Representative Offices in the Mainland, expanding the scope of representative offices from Fuzhou and Xiamen to Fujian Province, Shanghai Municipality, Jiangsu Province, Zhejiang Province and Guangdong Province. Cooperation with law firms from the Mainland in the form of joint ventures is also allowed. The Fujian Provincial Justice Bureau promulgated the Implementation Measures of Fujian Province on Pilot Scheme for Joint Ventures between Mainland Law Firms and Law Firms from Taiwan on 11 July 2018, to stipulate on implementation of joint ventures.
